Yes I do believe that UFC decides.

I think they mainly base it on the fights that they had on the show. Do they put on good shows? Do they seem to have a good fan base. Are they marketable. In the past they offered pretty much all of the fighters from the show fights, but they aren’t planning on doing that anymore as they already have a deep pool of talent.

For cale didnt realize matt brown was very good he said so on there was very good he said so on the ones who performed well in the casual observers like to see.
